Standing Committees

The Florida MPO Advisory Council (MPOAC) Governing Board approved the MPOAC Strategic Directions Plan in April 2016. The Strategic Directions Plan identified an organizational mission statement and guiding principles for the agency, a road map for building on the good work performed by the MPOAC in support of Florida’s 27 MPOs. Goal A of that Plan proposed, “The MPOAC will support the sharing of best practices, and help coordinate and communicate with members and other organizations,” including convening working groups. The Best Practices Working Group was formed in January 2017, and later renamed the Noteworthy Practices Working Group to better reflect its evolving mission. The purpose of the Noteworthy Practices Working Group is to highlight the good work of the MPOs in Florida, allow members of the MPOAC to learn from each other, and elevate the state of the practice of metropolitan transportation planning across the state.”

The Chair of the MPOAC Noteworthy Practices Working Group is Beth Alden (Executive Director of the Hillsborough TPO) and the Vice-Chair is Peter Buchwald (Executive Director of the St. Lucie TPO). The Noteworthy Practices Working Group will meet as necessary throughout the year in concert with the statewide meetings of the MPOAC.

Members

The Executive Committee provides policy direction for the MPOAC between Governing Board meetings and provides an annual evaluation of the MPOAC Executive Director. The membership of the Executive Committee consists of the MPOAC Governing Board Chair and Vice-Chair, a member of the Governing Board serving at-large, and the MPOAC Staff Directors’ Advisory Committee Chair and Vice-Chair.

The MPOAC Policy and Technical Subcommittee serves as a forum for initial consideration of statewide policy issues of importance to MPOs and makes recommendations to the MPOAC Staff Directors’ Advisory Committee. The MPOAC Policy and Technical Subcommittee has an 11 person membership for Sunshine Law purposes, but is open to participation by any member of the MPOAC Governing Board or Staff Directors’ Advisory Committee.

The MPOAC Staff Directors’ Advisory Committee is responsible for providing guidance to the MPOAC Governing Board regarding transportation issues and agency operation. The MPOAC Staff Directors’ Advisory Committee consists of one staff person (typically the Staff Director) from each MPO in the State (27). Each MPO may also appoint an alternate representative from each MPO to vote in the absence of the representative. The MPOAC Staff Directors’ Advisory Committee elects a chairperson and a vice-chairperson annually from its membership.

Florida MPO Advisory Council Freight Committee

The Florida Metropolitan Planning Organization Advisory Council (MPOAC) created the Freight Advisory Committee in April 2013 to serve as a clearinghouse of actionable ideas that allow Florida’s Metropolitan Planning Organizations (MPOs) to foster and support sound freight planning and freight initiatives. The members of the Freight Advisory Committee seek to understand the economic effects of proposed freight-supportive projects; foster relationships between public agencies with responsibilities for freight movement and private freight interests; and reduce policy barriers to goods movement to, from, and within Florida. In April 2021, the MPOAC expanded the scope of the Committee to include rail movement, both freight and passenger, as a recognition of the importance of rail to freight movement and the overlapping issues between passenger and freight rail.

The Chair of the MPOAC Freight and Rail Committee is Gregory Stuart (Executive Director of the Broward MPO) and the Vice-Chair is Beth Alden (Executive Director of the Hillsborough TPO). The Freight and Rail Committee will meet as necessary throughout the year in concert with the statewide meetings of the MPOAC.
